I just heard the republican plan for the Prison health care solution on the State government channel. You can clearly hear our “leaders” say their plan is to take our problem to “Wall Street.” If these are our leaders, where are they leading us to? It is clear to me that the courts, the governor nor legislature have real solutions. Consider the case of Jackson Phaysaleum who is in a persistent vegetative state at a cost of $500,000 and still counting or Steven Martinez, a quadriplegic prisoner who was recently denied parole. Create a new clemency law that supersedes all known and unknown laws in the State of California dealing with clemency. Under this constitutional amendment a new clemency law and new clemency board would be created to handle all requests for clemency in California. We can save billions with a new clemency system. 80% of female inmates incarcerated are serving time for drug offenses. We could increase rehabilitation services by 80% with the savings. Streamlining the current humanitarian release program for terminally ill prisoners through clemency will free up many beds as well as avoiding the proposed “$7 billion bond approach. This approach by bringing our prison problem to “Wall Street” and selling bonds is more dangerous than releasing a quadriplegic prisoner.

I would like to thank Cayenne Bird for a comment made to a LA Times op-ed I wrote. Ms. Bird said that it only takes 6,500 people to collect 200 signatures each and a little money to get this measure on the ballot. I agree with this thinking. Too many times we try to change a law and we are overwhelmed with the signature collecting process and quit. Now I will never quit but I was overwhelmed at the thought of collecting more than a million signatures.
